GreenBOS
Building energy reporting for Malaysia

Act 861 compliance, handled.
Savings proven.

Your energy data becomes a submission-ready EE&C report for Suruhanjaya Tenaga. Every saving you claim is measured to IPMVP, so it holds up when someone checks.

Start with twelve months of utility bills. No meters to install.

Built against

Suruhanjaya TenagaAct 861 · EE&C Act 2024P.U. (A) 466/2024GP/ST/No.45/2024MS ISO 50001IPMVP

Am I in scope?

Two routes in. Most people only check one.

Act 861 bites at 21,600 GJ in any twelve consecutive months, not a calendar year. And a commercial office at or above 8,000 m² is in regardless of its total.

Nothing is stored or emailed. You get the answer either way.

Enter your figures

Showing a sample building

Twelve months from your TNB statements.

Gas, diesel, LPG. In gigajoules, see the note below.

Only if this is a commercial office. Leave at 0 otherwise.

Your twelve-month total31,391 GJ
21,600 GJ threshold
Electricity 20,298 GJOther fuels 11,093 GJ

Likely in scope

Your total is 45% above the 21,600 GJ threshold, so Act 861’s energy-consumer duties would apply: a Registered Energy Manager, an energy management system, an audit and an annual EE&C report covering 10 modules.

Indicative only. Not a determination by Suruhanjaya Tenaga. Electricity converts at exactly 0.0036 GJ/kWh, which is arithmetic. Gas, diesel and LPG convert through coefficients ST publishes and periodically revises, so this tool asks for them in GJ rather than quoting a figure that may have moved. Keeping those current across your whole portfolio is part of what the platform does.

utility bills are enough

Everything the Act asks for, and the part it doesn’t

Filing is the obligation. Knowing which of your measures paid back is the reason to keep the platform after March.

The report, not a dashboard

Ten modules structured to ST's own guideline. What you fill in is what gets filed.

Intensity you can act on

EIP calculated for you, then split into fixed load and activity load.

Drivers found, not guessed

Hours, temperature and output regressed against consumption, with R² on the record.

Measures tracked to money

Every measure on a board and a timeline, with investment and payback recalculated as it moves.

Savings that survive an audit

IPMVP Option A, B and C, with frozen baselines and cumulative-sum tracking.

Two people accountable

Your BPIC submits, your REM verifies, and every change carries a name and a timestamp.

What you actually file

It generates when it’s ready. Not before.

Every module feeds one document. If something is missing, the generator names it rather than exporting a return you cannot defend.

The report is the product

Ten modules, or nine. It depends what you are.

Production & SEC only applies where there is output to divide energy by, so a commercial premise files nine and is measured out of nine. Switch sector and the modules, the fields and the denominator all change.

  • Structured to the Guidelines on EE&C Report
  • Sector-aware fields, down to palm-oil FFB and MSPO
  • Readiness per module, per building, all year

Analytics that survive an audit

A worse EIP than last year isn’t always a worse building

Intensity moves whenever your production does. GreenBOS separates the load that runs regardless from the load that tracks activity, then regresses the drivers behind it.

  • Fixed load, separated from activity load

Tells you whether a bad year was the building or the production schedule.

  • Regression that recommends

Names the normaliser worth using instead of leaving you to read a scatter plot.

  • Coefficients kept current

Updated when Suruhanjaya Tenaga revises them, so a guideline change is not a migration.

No EC benchmark is published for this subsector, so none is shown.

Measures, tracked to money

From proposal to payback, on one board

A card sitting in “In Progress” looks the same whether it is early or nine weeks late, so the timeline sits above the board.

Savings you can prove

Anyone can report a saving. Fewer can defend one.

Every measure is verified to IPMVP against a frozen baseline, with the fit statistics on the record beside the number. When a saving is too small to meter, the platform says so on the report.

  • Frozen baselines, re-based per reporting year
  • CUSUM tracking, so drift shows up as it happens
  • Bottom-up measures reconciled against the main meter

How each measure is verified

  1. AEngineering estimatein useKey parameters measured, the rest estimated. Where a measure saves under 10% of building load and the system isn't separately metered.
  2. BMetered isolationavailable on sub-meteringThe affected system metered on its own, so the saving is measured rather than modelled. Sub-metering upgrades a measure to here.
  3. CWhole facilityin useThe main meter against a frozen regression baseline, re-based each year. Resolves savings above roughly 10% of total load.

Reconciliation. The measures above sum to 45,000 kWh/yr, which is 0.8% of this building’s load. Whole-facility M&V cannot separate anything under about 10% from meter noise, so these are verified per measure rather than at the main meter, and we say so on the report.

Built for the person who has to sign it

Act 861 names the roles and attaches the accountability to them. The software models that chain instead of logging everyone as “a user”.

Are you a REM working across client portfolios?

There is a page about what the platform does for an energy management practice, rather than for one building.

EECA for REMs

Built for Malaysia, not localised for it

The guidelines move. So does the platform.

When coefficients and classifications live in a spreadsheet, a revision is a migration. When they live in the platform, it is an update you do not have to notice.

Structured to the guideline

Built against GP/ST/No.45/2024, and the generated document names its own authority.

Benchmarks and factors maintained

Updated centrally when ST revises them. Where no benchmark is published, we show that instead of inventing one.

Readiness, not a March scramble

Every module carries a status and every building a percentage, all year round.

Sector rules built in

Palm oil mills get FFB, CPO and MSPO fields. Offices never see them.

Questions worth asking before you buy anything

Including the ones where the honest answer is “that’s not us”.

Scope and obligations

Two routes. If your facility uses 21,600 GJ or more across all energy sources in any twelve consecutive months, the energy-consumer duties apply. Separately, a commercial office at or above 8,000 m² carries a building energy intensity obligation of its own. The estimator on this page checks the first and flags the second. It is indicative, not a determination by Suruhanjaya Tenaga.

On notice from ST you appoint a Registered Energy Manager within three months. Within twelve months you need an energy management system shaped around ISO 50001 and a completed energy audit. Reporting then runs on ST's schedule, and re-audits recur on a multi-year cycle. GreenBOS covers the reporting and the management-system record. The audit itself is work for a Registered Energy Auditor.

Ten in the report, nine if you are a commercial premise, because Production & SEC only applies where there is output to divide energy by. The platform decides which applies from your sector and excludes the rest from your readiness denominator, so a commercial building can genuinely reach 100%.

Data and measurement

No. Twelve months of utility statements is enough to start, and the platform converts electricity to gigajoules as you key it in. Sub-metering is worth adding later for a different reason: it upgrades a saving measure from an engineering estimate to metered isolation, which is a stronger verification tier. It is an upgrade path, not a prerequisite.

Measures are verified to IPMVP. Option A is an engineering estimate with key parameters measured. Option B isolates the affected system on its own meter. Option C compares the whole facility against a frozen regression baseline re-based each year. Each measure shows which tier it sits at, the baseline's R² and significance, and cumulative realised savings month by month. Where a saving is too small for the whole-facility method to resolve, under roughly 10% of building load, the platform says so rather than reporting a number it cannot defend.

Conversion coefficients, sector and subsector classifications and benchmark targets are maintained centrally rather than baked into your spreadsheet. When a revision lands we update them and your figures recalculate. That matters more than it sounds: a coefficient change can move a facility across the 21,600 GJ line without its consumption changing at all.

Yes. The REM view is portfolio-first: every building assigned to you, each with its own readiness percentage, a building-by-module grid to spot gaps, and a ranked list of what needs attention next. Verification is per building, so consulting REMs and in-house ones use the same screens.

Bring twelve months of bills. We’ll show you the report.

A demo runs on your own consumption figures, so you leave knowing which modules you can already fill and which need work.
